MSC’s Water Main Cleaning and Lining Project

We understand there has been some confusion regarding the Sewer Main relining project being performed by New Castle County with their contractor AM-Liner East, Inc. and the Municipal Services Commission (MSC) of the City of New Castle’s Water Main Cleaning and Lining Project performed by MSC’s contractor J. Fletcher Creamer (JFC).  If you receive notifications regarding the projects please note the government agency and contractor to help avoid confusion.

The MSC project began Monday, June 10, 2019 and will include Delaware Street from 4^th to 6^th Street and East 4^th Street from Delaware to Harmony Street.  MSC’s contractor JFC is on-site installing temporary water mains to supply water to the residents on these streets.  Once the lines are flushed and tested JFC will begin the process of transferring resident’s water service to the temporary system.  It is anticipated this will be completed the week of June 17^th.  As a reminder, if you are connected to the temporary water system, you will not be charged for the water consumed during the project.

During the weekend starting June 21, 2019, MSC will be closing the intersection of 6^th and Delaware Street to replace the water main.  The work will start on Friday evening lasting through the weekend with the goal of reopening the intersection Monday morning.  Rebuilding of the 4^th and 5^th Street intersections will begin the week of June 24, 2019. 

The work schedule is subject to change due to weather related events and / or unforeseen complications.  No Parking will be posted on these streets at various times throughout the project. The MSC appreciates everyone’s cooperation and understanding while the water system is improved.  Please feel free to contact the customer service department with any questions at (302) 322-2330.
